Dr. Laughlin was appointed Dean of the F. Edward Hébert School of Medicine, in May 2002, by the University’s Board of Regents. Prior to this he was the University’s Chair of Preventive Medicine and Biometrics (1997–2002). Dr. Laughlin received a B.A. from Millikin University, Decatur, Illinois. He holds an M.D., magna cum laude, from St. Louis University School of Medicine. He completed his residency in Internal Medicine and fellowship in Infectious Diseases at the Harvard Medical Service, Boston City Hospital, Boston, Massachusetts.
Dr. Laughlin was commissioned as a Lieutenant in the U.S. Navy in 1971 and came on active duty in 1975 as a member of the Berry Plan. His active duty Navy career began as a research medical officer at the U.S. Naval Medical Research Unit No. 3 in Cairo, Egypt. He later obtained a Ph.D. from the London School of Hygiene and Tropical Medicine, London, England. His career continued as Officer-in-Charge of the U.S. Naval Medical Research Unit No. 2 Detachment, Jakarta, Indonesia, and as Commanding Officer of the U.S. Naval Medical Research Unit No. 2, Manila, Republic of the Philippines.
Dr. Laughlin served as Program Manager for the Navy’s infectious disease research efforts before assuming command of the Naval Medical Research Institute, Bethesda, Maryland. In 1992 Dr. Laughlin was transferred to the Uniformed Services University of the Health Sciences as the Director, Division of Tropical Public Health, Department of Preventive Medicine and Biometrics and later became Chair of the department.
Dr. Laughlin is certified by the American Board of Internal Medicine; American Board of Internal Medicine, Subspecialty Infectious Disease; and the American Board of Preventive Medicine, Public Health and General Preventive Medicine.
Dr. Laughlin is the recipient of numerous honors in recognition of his academic and leadership contributions. These include selection to Alpha Omega Alpha Honor Medical Society, the Outstanding Preventive Medicine Lecturer; Tropical Medicine and Traveler’s Health Teaching Award; elected to Delta Omega, Honorary Public Health Society; Distinguished Educator Award, MPH Class; Medika Award 1990; and the Meritorious Service Medal, United States Navy.
Dr. Laughlin has many years of service and scientific contributions to the U.S. Navy and the School of Medicine. His leadership in promoting research, tropical infectious disease and public health education, and research, is especially noteworthy. He developed benchmark educational programs in tropical infectious diseases and established a robust research program to study multiple aspects of the South American emerging infectious disease, Bartonellosis. These education and research programs allowed him and his collaborators to receive an NIH training grant and multiple research grants from the DoD and the NSF. He has authored more than 40 peer-reviewed publications on 13 different tropical infectious diseases. As his experience with graduate education in public health grew, he developed a broad interest in medical education and the advancement of Medical Scholarship. The culmination of his career has been his selection to be the fourth Dean, F. Edward Hébert School of Medicine, USU.
